Hi Andy, thanks for reading and your comments. Regarding quotas, a lot of people don't know that (in California) quotas are illegal. During my entire police career, we never had quotas. The funds from citations mostly went to the county courts and state, so there was no real financial incentive for cities to pressure police to write more tickets. But officers were expected to make traffic stops and be proactive, because traffic stops and tickets affect driving behavior. And more people are killed and injured every year due to accidents than any other crime. As for crime in general, there are numerous reasons for why it rises and falls, and little room here to dive into it. All the best!
